Modi govt ends Haj subsidy, says will use funds to empower minorities
Modi govt ends Haj subsidy, says will use funds to empower minorities
In a big move, the government on Tuesday withdrew subsidy for Haj pilgrims. Minority Affairs Minister Mukhtar Abbas Naqvi made this announcement. The minister added that “Haj subsidy funds will be used for educational empowerment of girls and women of minority community.” He also told reporters that despite the subsidy withdrawal, a record number of 1.75 lakh Muslims will undertake the pilgrimage this year.
The decision to abolish Haj subsidy comes day after government allowed Muslim women, above the age of 45, to go on haj without male guardian, in a group of at least four.
The Ministry of Minority Affairs had, last year, constituted a committee to review the existing Haj policy and suggest a framework for a new Haj policy for 2018-22.
Haj subsidy to be abolished gradually: Mukhtar Abbas Naqvi
The Centre would abolish the subsidy for Haj pilgrims in accordance with a Supreme Court order, Union minister Mukhtar Abbas Naqvi said today. “A constitutional bench of the Supreme Court had, during the Congress regime in 2012, directed that the Haj subsidy be done away with. Hence, in the new policy, as per the recommendations of a committee, we have decided to do away with the Haj subsidy gradually,” he told PTI.
Earlier in the day, sources had said that abolition of the subsidy was among the highlights of a proposed Haj policy drafted by a government committee. The minority affairs minister, who is on a two-day visit to Mumbai, said the committee also suggested that the money spent on the Haj subsidy be used for the educational empowerment of the Muslim community.
The Ministry of Minority Affairs had, earlier this year, constituted the committee to review the existing Haj policy and suggest a framework for a new Haj policy for 2018-22. The committee presented its draft to Naqvi today. The minister told PTI that among other recommendations, the committee suggested that women above 45 years be allowed to perform Haj without a ‘Mehram’ (a male relative by blood) in a group of four or more.
Also, it recommended that coupons for ‘Adahi’ (sacrifice of animals) be made compulsory for all the pilgrims and the quota of Mehram be increased from the present 200 to 500, he said. It also sought that the special quota for Jammu and Kashmir be increased from 1,500 to 2,000.
The committee also suggested that the number of embarkation points (EPs) be reduced from 21 to nine and those should be at Delhi, Lucknow, Kolkata, Ahmedabad, Mumbai, Chennai, Hyderabad, Bengaluru and Kochi. It also recommended that suitable Haj houses be built at these EPs, Naqvi said. For the tour operators, the committee suggested that the quota be distributed in a 70:30 ratio between the Haj Committee and private tour operators (PTOs).
The PTOs should collect the full package cost from the pilgrims only through their bank accounts and render the details to the ministry before the departure of the pilgrims. The panel also recommended an amendment in the Haj Committee Act to extend ‘Umra’ and ‘Ziyarat’ to Syria, Iran Iraq and Jordan.

One UN vote can't change our relations: Israel PM Netanyahu
One UN vote can't change our relations: Israel PM Netanyahu...........
NEW DELHI: Dubbing India-Israel relationship as a "marriage made in
heaven", Israeli Prime Minister Benjamin Netanyahu said on Sunday that
even though the Jewish state was "disappointed" by India's vote at the
UN against the Jerusalem issue,
one negative vote will not affect the ties.
Netanyahu said he hoped that his visit to India will strengthen
cooperation between the two countries in various areas like technology,
agriculture and other spheres that are changing the world.
Yes, naturally we were disappointed, but this visit is a testimony that
our relationship is moving on so many fronts, be it political,
technological, tourism, security and so many other areas. Ultimately you
see it reflected in all UN votes, not just now but soon," he added.
In December last year, India voted in favour of a resolution in the UN opposing the United States's decision to recognise Jerusalem as the capital of Israel. The resolution was approved with 127-9 at the UN General Assembly.
"First of all, there is a special relationship between the two countries, between their people and then between the leaders. The partnership between India and Israel is a marriage made in heaven but consecrated on earth," Netanyahu said, adding he respects his Indian counterpart Narendra Modi "as a great leader" because he is "impatient to bring future to his people".
On cooperation against terrorism, he said that intelligence is the key.
"And Israel has on the whole superb intelligence. I would say none is better. And we share with you our intelligence and have stopped over the last few years some 30 major terror attacks, which we shared vis-a-vis not India alone but with dozens of countries."
"Israel protects the lives of so many people. When you board a plane you want to know that plane won't be blown up midair. It will take off and land safely. When that happens, usually Israel has something to do with it, not on every flight but on many flights," he said.
